Senator Green, Cochair, moved and asked unanimous consent for the adoption of the Senate Finance Committee Substitute offered on page 469. Without objection, SENATE CS FOR CS FOR HOUSE BILL NO. 100(FIN) was adopted. Senators Taylor, Green, Elton offered Amendment No. 1 : Page 7, following line 4: Insert a new subsection to read: "(c) The sum of $553,000 is appropriated from federal receipts to the Department of Natural Resources for a United States Department of the Interior coastal wetlands grant to be passed through to the City and Borough of Juneau to go toward the purchase of a Herbert River parcel." 2003-03-12 Senate Journal Page 0477 Page 14, line 15, following "2(a),": Insert "13(c)," Senator Taylor moved for the adoption of Amendment No. 1. Senator Taylor objected, then withdrew his objection. There being no further objections, Amendment No. 1 was adopted. Senator Guess offered Amendment No. 2 : Page 4, line 11: Delete: "2,000,000" Insert: "2,833,300" Page 5, line 19 through line 23: Delete all text Page 7, line 5 after "PUBLIC SAFETY", through line 7: Delete all text Page 9, lines 1 through 18: Delete all text Renumber accordingly. Senator Guess moved for the adoption of Amendment No. 2. Senator Green objected. Senator Dyson moved and asked unanimous consent to be allowed to abstain from voting because of a conflict of interest. Objections were heard and Senator Dyson was required to vote. The question being: "Shall Amendment No. 2 be adopted?" Senator Ben Stevens moved and asked unanimous consent that the bill be considered engrossed, advanced to third reading and placed on final passage. Senator Ellis objected.
